RolesRoles and Responsibilities Of Chief Digital Officer (CDO)

  1. Lead digitalisation initiatives to deliver public services that meet citizens’ needs and expectations, and are secure, efficient, intelligent, and trusted;
    • Drive the digital transformation agenda based on the Digital Strategic Plan (DSP) within the ministry/department/agency by fostering a data-driven culture, citizen-centric approach, and security-by-design principles;
    • Transform digital service delivery within the ministry/department/agency by focusing on customer experience through a Whole-of-Government approach, leveraging innovation, data sharing, open data, and emerging technologies;
    • Plan and coordinate cybersecurity action plans to ensure that the agency’s data and ICT infrastructure are continuously protected against both internal and external threats;
    • Plan and assess digital service requirements, service design, development budgets, and operational budgets required to support digital transformation initiatives;
  2. Lead digital transformation through the use of data and technology in alignment with the Government’s current policies and strategic plans;
    • Plan and ensure that digital transformation initiatives are implemented in accordance with the Government’s current policies and strategic plans, aligned with the ministry’s/department’s/agency’s Digital Strategic Plan (DSP);
    • Establish a digital environment and cultivate a digital culture within the ministry/department/agency to enhance digital literacy and understanding of technology adoption, thereby strengthening the delivery of digital government services;
  3. Serve on relevant governance committees and report on the implementation of digital transformation initiatives;
    • Participate in committees by carrying out responsibilities in accordance with the respective committees’ terms of reference and applicable government circulars;
    • Report on the implementation progress and status of digital transformation initiatives to the relevant digital governance bodies, such as the Ministry/Department/Agency ICT and Digitalisation Steering Committee (JPICT) and the Digital Government Meeting.
